ICM was founded in 1990 on the basic principles of promoting patient advocacy and quality care in the self-funded arena. Each and every one of our employees (both clinical and administrative) is committed to promoting optimal care for the various populations we oversee.

Our organizational design ensures that medically necessary services are delivered to our clients in a comprehensive, compassionate, and integrated fashion. This is all done with the oversight of a Board Certified Physician.

ICM’s operating team is the strength of our company. We have vast experience and superior technologies, both of which allow us to manage complex health conditions in the most timely, cost effective, and ethical manner. We simultaneously balance the patient’s medical requirements with the cost risks that our clients face; as our founders stated many years back, “quality care is cost effective”. Our case managers work in a consultative fashion with patients, caregivers, families, and providers while working within the scope of the health plan benefit design.

Our Employees:

ICM staff is comprised of compassionate, innovative, and energetic individuals. Our Nursing Staff average over 23 years of experience and includes Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Certified Case Managers (CCMs). Our Chief Medical Officer is board-certified in Internal Medicine and is a Fellow of the American College of Physicians (FACP). Our Customer Service Staff average over 6 years of customer service. Our other team members are varied in their experience and responsibilities, but all are top-notch.

Marion Shipley
President & CEO

Marion's journey with ICM began in 1995 and stands as a testament to her exceptional dedication and unwavering commitment to excellence in the field of medical management. Rising through the ranks at ICM, she has played a pivotal role in shaping the trajectory of the company. In 2019, Marion was named President and Chief Executive Officer of ICM, reflecting her profound impact on the organization and the industry at large. Her leadership is characterized by a strategic focus on harnessing ICM's core competencies in delivering timely, customized, and responsive medical management solutions. Under her guidance, ICM has also demonstrated an exceptional ability to evolve, expanding its product offerings to meet the dynamic needs of its diverse client base in an ever-changing healthcare landscape. After receiving her undergraduate degree in Economics at Willamette University, she completed a Masters of Public Administration with a specialization in Healthcare Administration from Portland State University.

Linda G. Murrish, MD FACP
Chief Medical Officer

Linda joined ICM’s team as the Chief Medical Officer in 2006. She brought to ICM a strong primary care focus with prior experience in practicing internal medicine in a multispecialty clinic as both an outpatient primary care physician and rotating hospitalist, as well as precepting in a resident teaching clinic. In her role as Chief Medical Officer, she provides oversight of all clinical aspects of the organization’s policies and procedures. With her medical expertise, she provides oversight, valuable support, and consultation for all aspects of ICM’s clinical programs. Dr. Murrish received her B.S. in Nutrition Science from Purdue University and her medical degree from Indiana University School of Medicine. She completed her residency at Emanuel Hospital and Health Center and Good Samaritan Hospital and Medical Center in Portland, Oregon. She first became board-certified in internal medicine by the American Board of Internal Medicine in 1994, with continuous maintenance of that certification since. In 2017, she was awarded the distinction of fellowship in the American College of Physicians.

Karl Boercker
Director of Business Operations

Karl, a key member of ICM since 2022, serves as the Director of Business Operations. Leveraging over 20 years of leadership experience in the information technology service industry, Karl is dedicated to propelling ICM's growth and evolution. In his current role, he focuses on enhancing operational efficiency through strategic utilization of technology, bolstering cybersecurity measures, and streamlining roles and workflow processes. Karl plays a pivotal role in clarifying ICM's strategic objectives and adeptly navigates challenges to ensure their successful realization. His commitment to innovation contributes significantly to delivering value to our customers, business partners, and employees.

Bill Kane
Vice President of Business Development

Bill joined ICM’s team as Executive Vice President of Business Development in 2007. Mr. Kane brought to ICM extensive management experience in operations, sales, and territorial development within the employee benefits arena. While focused on employee benefit sales for over 30 years, Bill’s true strength is his ability to develop trust with clients and strategic partners alike. In his current role, Bill is responsible for all Sales and Marketing efforts, as well as building and maintaining strategic partnerships with Third Party Administrators, StopLoss carriers, and consultants alike. Given ICM’s extremely strong reputation for delivering exceptional Medical Management oversight in the Self Funded arena, Bill frequently finds himself discussing new opportunities in markets far distant from Portland, Oregon. Ember Gard, RN, BSN, CCM
Director of Service Operations

Ember began her journey with ICM in 2019, initially joining as a Case Management nurse. Her outstanding leadership skills were soon realized and she was promoted to manager of the case management team. In 2023, she was promoted to Director of Service Operations. Drawing on extensive nursing experience spanning home health, hospice, and palliative care, Ember leverages her clinical background to guide teams with compassion and unwavering confidence. In her current role as Director of Service Operations, Ember plays a pivotal role in overseeing the day-to-day operations of ICM's service staff. Her responsibilities extend beyond the operational realm, encompassing continuous process improvements and the cultivation of relationships with ICM's diverse clients and partners. Ember earned her Bachelor of Science in Nursing from Oregon Health and Sciences in Portland, OR, in 2007, underlining her commitment to excellence in healthcare.

Jessie Harris, RN, BSN, CCM
Compliance and Quality Officer

Jessie joined ICM's team in 2017, after working as a registered nurse in a broad range of health care venues. Her nursing experience spans the continuum of care and the lifespan, from inpatient pediatrics to adult home hospice. She has held several positions at ICM and is now ICM's Compliance and Quality Officer. On the Compliance end, Jessie participates in privacy, security, HIPAA/HITECH activities including breach notification and analysis, and privacy and security training. For Quality Management, Jessie performs routine clinical audits and participates in ICM's quality agendas. Her current role within the organization allows her to maintain her skills at medical necessity review while concurrently managing regulatory oversight and overseeing the compliance and quality programs. Jessie is a BSN graduate of Oregon Health & Science University and has a BA in Business Administration from Concordia University Portland.
